Successfully complete Story mode. You can start another session will all previously obtained cards. Additionally, new opponents will replace the black soldiers: blue soldiers will give you rider cards that cannot be purchased; red soldiers will give you rider cards from other series than the one you are actually on; yellow soldiers will give you rare yellow support cards; and white soldiers will give you other rare rider cards.
