In Manager mode, there is a very good player named Goeke who can be a very rare find. He is German and his overall is 99 from the third season. He also lasts the entire 15 years and stays at 99. If you get Theo Walcott and are lucky enough to have Goeke, you will have the two best strikers on the game who last to the end. However Walcott gets to 99 usually about Season 10. Although this is awhile to wait, he can still score from anywhere and is also quick.
Create a team of eleven players rated 99 overall. Then, get five players rated 85 or higher overall. Use these players as substitutes. When you create the team make sure you start out with $50 million. Start a season in Manager mode with this team. All of your staff or coaches will be rated 9 or 10. Before the first game, re-negotiate as many of the contracts as you can and bring down the salary per game at least $10,000. You will have a good team and be able to afford it. Three recommended players are: Wayne Rooney, Christiano Ronaldo, and Robinho.

Throughout Manager mode, go to Transfer mode and go to "Search". Put the setting on overall sprint speed in any league and any transfer mode. Look closely throughout the given players. You will find a center defensive midfielder named H. Drill and a striker named T. Geoke. Both of these players will be overall 99 and remain like that for the full fifteen years. They will also stay 99 overall in any position that you put them in.
The following players will start out low but will soon improve.

Start in Manager mode as Chelsea. They start with 60 million. Buy Rooney and Ronaldo and sell Robben, Shevchenko, or Drogba and sell Ballack. This should give you a very good squad. If desired, you can sell Essien or Makelele and buy Ronaldinho. If you are running out of money at Newcastle, sell Owen and Ameobi, then buy a cheap striker with an overall rating of 80 or above and pick up Mido on a free agent.

Also, they will not retire any time soon and if you do not like them you can wait a few years and sell them for twice their initial value.
