Start with more money (v3.43)

Note: This procedure involves editing a game file; create a backup copy of the file before proceeding. Use a text editor to edit the "winpolis32.ini" file in the "c:\windows\" folder. Under the first name (either the default Peter or your own name if you changed it) is a line with the number 30000. Change that value to 10000000. Additionally, you can reduce the amount of money available to the other players downward in the file.
