Extra money: Start the SimEditor, and load "Big City"
from the More Cities directory. Use the "Clear Unnatural
Objects" tool and remove all of the buildings. Edit the terrain
as needed, but do not select "Clear Map". Save the city,
then reload it for $1,138,000,000.
