30,000 fuel units:
Purchase two or more cargo cruisers, fill them up with
your current stock of fuel, then place the cruisers into orbit.
Purchase a solar satellite, place it into orbit, then remove it
from orbit. Enter the cargo control screen and press the "Scrap"
icon to decommission the satellite. The fuel level should now
be topped out. Note: This may be done on every planet against
any opponent.
