Complete level 20 in the time attack challenge. Then, hold R1 while choosing Iori at the character selection screen.

When you play King Of Fighters 2000, Rugal will be one of the strikers. Use Rugal and save the game afterwards. When you go back on King Of Fighters 2002 Rugal should appear. Note: When you start the game you may already have him.
