Fishing is the way of catching Water-type Pokémon, but the rods seem to catch different Pokémon, here's more:

Old Rod - Don't expect much, just a Magikarp will bite it, but if you train it to Level 20, it will turn into Gyarados, a dragon (NOT a Dragon- type) and a tough Pokémon.
Good Rod - Can catch a Goldeen, Magikarp, and Poliwag but the only way to catch the best is the Super Rod.
Super Rod - The best rod and can catch ALL of the Pokémon in the water.

People usually don't know what Pokémon are in a piece of water when you use the Super Rod. But here's what you can get:

Pallet Town - Tentacool & Poliwag
Viridian City - Tentacool & Poliwag
Cerulean City - Goldeen, Psyduck, & Krabby
Vermilion City - Krabby & Shellder
Celadon City - Slowpoke & Poliwhirl
Fuchsia City - Krabby, Goldeen, Magikarp, & Seaking
Route 22 - Poliwag & Goldeen
Route 4, 24 & 25 - Same as Cerulean City
Route 6 & 11 - Same as Vermilion City
Route 10 - Same as Celadon City
Routes 12, 13, 17, & 18 - Tentacool, Krabby, Goldeen, & Magikarp
Route 19 - Shellder, Goldeen, Tentacool, Staryu, & Horsea
Safari Zone - Psyduck, Krabby, Slowpoke, & Dratini
