This place is just a Poke Mart and a Pokémon Center in one. Once you're prepared for the Elite Four, go down the stairs. Check the "Elite Four" part in the Important Info section on beating them. Once they're done for, you can now enter the cave near Cerulean City, the Unknown Dungeon. You can also collect the other Legendary Birds, but it's optional.
