To reach the Power Plant, go east of Cerulean City. When you see the water near the entrance to Rock Tunnel, Surf down it and you'll end up by it. Inside the plant, there are several Poke Balls that are actually Voltorbs instead of items. At the end of this place is Zapdos. Get his energy down as far as you can, put him to sleep and throw Ultra Balls at him. With Zapdos captured, head to Seafoam Islands.
