To reach this place, Surf down from Fuchsia City. Continue on until you reach the islands. Here you will you need to move more boulders, so you need Strength. All you need to do is to move the boulders down the holes until they land in the water. Then on the 3rd Basement Floor, push those boulders there into the holes so they land in the water. Now you can reach Articuno! Repeat the same thing that you did on Zapdos to get him. Now head to Cerulean City. Go north and Surf down until you reach a cave entrance.
